This revision provides an update to those programs discussed in the original plan and includes programs developed to address new Browns Ferry issues. This revision also incorporates responses to NRC questions on the original plan document, Appendix E, Response to NRC Questions, has been added which contains specific responses to questions contained in three NRC letters dated October 3 and 21, 1986 and December 9, 1986.

The additional information provided in this revision should support the expeditious review by NRC of the programs required for the restart of Browns Ferry.

He look forward to your review of this Performance Plan and will support NRC as appropriate to expedite your review efforts. He will continue to monitor the progress of the programs in the Performance Plan and advise you accordingly.
