Descri tion of Dischar e DSN ill Sewage Lagoon 8005 exceeded the 45 mg/1 permit limit. In samples taken on April 13, 20, and 27, 1987, the 8005 values were 48, 60, and 67 mg/1, respectively. The sample taken on April 13 was a duplicate sample taken as a quality control check on sampling. The other sample taken on April 13 had a 8005 value of 44 mg/1. These high BOD5 values also caused an exceedance of the 30 mg/1 average limit for BOD. Cause and eriod of noncom liance The noncompliance appears to be the result of an algal bloom in the lagoon. The plant was first notified of a noncomplying discharge on April 29. On April 30, dissolved oxygen (00) and pH ~ 'amples were taken through the lagoon. The 00 and pH values of 13.24 mg/1 and ~,;- 8.9 s.u. were measured at the discharge. The water temperature was in excess

.'~+4f 20'C.

Under these circumstances, the percent saturation exceeded 140 'i&~.percent, indicating high photosynthetic activity. Other samples taken ',. throughout the pond showed DO concentrations in excess of 120 percent saturation. These conditions were compounded by low flows through the pond. Ste s taken to reduce eliminate and revent recurrance of the noncom 1 in ~dischar e On April 29, a compressor was attached to the influent line and the primary cell was aerated for 12 hours under the belief that the high 8005 may have resulted from the primary cell being anaerobic. However, the results of the DO and pH samples showed this not to beChe case. Aeration was conducted for 2 hours per shift for the next week to provide some mixing in the primary ceil'perating procedures are being prepared to establish closer control of the lagoon. In the future, algacide application may be employed to reduce the effects of algal blooms in the lagoon. An internal review of the noncompliance reporting from the laboratory is being done to identify the reason the April 13 exceedance was not promptly reported to the plant. 031001}}
