B. D. Liaw, Assistant Director for Technical Programs Division of TVA Projects BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 - PROPOSED TECHNICAL SPECIFICATION CHANGE REGARDING FIRE DETECTOR SURVEILLANCE (TAC NO. 60246,
- 60247, AND 60248)
By letter dated November 20, 1985 (TS-215)
TYA proposed a change to the Technical Specification which would delete the requirement for annual checks of smoke detector sensitivity to be made in accordance with the manufacturer's instruction.
We have reviewed TYA's request and the additional information
'ent in response to our RFI (Gridley to Ebneter, 3/19/87).
From a telephone conversation between R. Wescott (the F.
P. Reviewer) and a
representative of Fenwell Corporation (the detector vendor) it was determined that the detectors were out of date and should be replaced and that TVA's sensitivity testing procedure was not adequate, in the opinion of the vendor.
It is our understanding that John Stang of your staff discussed this matter with TVA and that TVA has informally agreed to replace the detectors, although no written commitments have been received thus far.
It is our recommendation that the existing request from TVA be denied.
