50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) UPDATE ON VENDOR MANUAL CONTROL PROGRAM Please refer to my letter to you dated September 2, 1986, which provided an update on TVA's Vendor Manual Control Program at BFN.
That letter indicated a
status update would be provided by March 1, 1987.
Enclosed is the status update of the Vendor Manual Program at BFN.
Since this update provides short-and long-term progress and commitments for all related actions to complete this program, we will only provide further updates at your request.

ENCLOSURE STATUS UPDATE, ON VENDOR MANUALS AT BROWNS FERRY NUCLEAR PLANT AS OF FEBRUARY 17, 1987 Our progress on the short-term projects reported on in our last submittal is as follows.
We are revising the following vendor manuals for BFN unit 2.

Reactor Trip Systems High Pressure Coolant Injection System Primary Containment System Electrical Power Systems Reactor Building Closed Cooling Water System This work is being done through a contract with General Electric Company (GE).
Another contract with GE to revise the remaining unit 2 nuclear steam supply system (NSSS) manuals is awaiting approval.
We intend to finish this activity by February 1, 1988, depending on the availability of current verified plant configuration information and drawings.
Since this information will not be available for units 1 and 3 for some time, revision of the unit 1 and 3 NSSS manuals will occur at a later date according to the schedule for the Design Baseline and Verification Program for those units.

We are presently developing the program for technical review of our existing vendor manuals, and contract engineers are now onsite to begin this technical review.
In our letter dated August 9, 1985, we provided an enclosure listing the system priorities for vendor manual upgrade.
We have now determined that this system priority list does not support site priorities for system readiness and startup.
- Instead, we will be reviewing and controlling manuals according to the following three general priorities.
Priority 1 Vendor manuals required to support unit 2 startup activities such as procedures,
- testing, equipment qualification, and design baseline verification.
These manuals will be complete by unit 2 startup.
Priority 2 All other CSSC vendor manuals used in procedures.
These manuals will be complete by February 1, 1988.
Priority 3 All other
- CSSC, non-CSSC, and new vendor manuals required to support site activities as they are identified.
This will be ongoing throughout the life of the plant.

Vendor manuals which affect the maintenance of equipment included in BFN's environmental qualification program (10 CFR 50.49),
are being reviewed and controlled to support the equipment qualification binders.
Progress on our long-tenn program to meet this commitment is as follows.
Vendor manuals referenced by site procedures will be reviewed and controlled by February 1, 1988, as shown above.

Procedures referencing vendor manuals are being upgraded.to correct numerous problems in a long-term program with pre-and poststartup phases.
The objectives of this program and the criteria for prioritization are provided by letter from R. Gridley to D, R. Muller dated December 4, 1986.
This letter provided additional information for our response to Items 3.2.1 and 3.2.2 of Generic Letter 83-28.
We will be tracking completion of this program through the Generic Letter 83-28 commitments.
