"(enclosure 1). This proposed amendment will clarify the applicability of definition 1.0.C.2. Description, reason for change, and justification in support of the proposed changes are enclosed (enclosure 2). A proposed determination of no significant hazards consideration is provided in enclosure 3.

Enclosed is a check for the 4150 amendment fee required by 10 CFR Part 170.12.
