OF CONTRACTOR REPORTS On October 14 and 15, 1986 we met with your staff to discuss the specific activities related to the restart of Browns Ferry.

In that meeting, NRC reiterated an earlier request that TVA provide a submittal discussing the status of various contractor reports related to BFN.

Enclosed is our response to your request.

A brief description of each contractor report is provided along with the current status and the availability of the report to NRC.

SUMMARY

OF BROWNS FERRY CONTRACTOR REPORTS DISCUSSION Over the past two years BFN has employed several different contractors to examine both general activities and specific programs at the site.

Summarized below is a listing of significant contractor reports,

.a brief description of the reports, status of the contractor recommendations, and the location and availability of the reports to NRC.

The majority of the reports were associated with the Regulatory Performance Improvement Plan (RPIP) and are dated in 1984.

A reference to the Browns Ferry Nuclear Performance Plan (BFNPP) is also provided where appropriate.

CONTRACTOR REPORT LISTING SAI Co oration SAI Corporation was contracted to evaluate the technical specification change process and implementation of approved amendments since 1981.

Please refer to Appendix B of the BFN Nuclear Performance Plan for the status of the report's recommendations.

A copy of the report is being sent to TVA's Bethesda office and will be available for NRC review.

General Electric GE Com an GE was employed under the RPIP to review component systems of the nuclear steam supply system to ensure these systems were operated,

tested, and maintained in accordance with design intent.

This report was also to be I

used to identify any serious conflicts in relationships between Operating Instructions, the Final Safety Analysis Report, Technical Specifications, and Surveillance Instructions performed by control room operators.

Appendix B of the BFNPP provides the current status of the report.

The total report consists of 22 separate systems reports comprising several volumes of material.

Because of the bulk of the report it will be retained on site for NRC inspection.

Bender Re ort A survey team, consisting of design engineers not associated with the BFN

Project, and an independent contractor (Bender) reviewed the design process at BFN and made six recommendations as outlined in Section III.2.1 of the BFNPP.

The action plan to address the Bender recommendations is also described in Section III.2.

This report is currently available for review in the TVA Bethesda office.

Im ell Co oration As part of the RPIP, Impell participated in an evaluation of the BFN modification process.

The objective of this effort was to perform an independent review of the modification process to identify problem areas and recommend corrective actions.

Six action items were identified to address the report recommendations.

These items are considered complete and no further activities are planned related to the Impell report.

A copy of the report is being forwarded to our Bethesda office and will be available for NRC review.

United En ineers UE United Engineers was contracted on two separate technical issues to provide engineering services.

The first report was completed in March 1985 and examined the adequacy of the High Pressure Coolant Injection (HPCI) piping supports for design loading and their adequacy to withstand normally expected system transients.

UE made several recommendations regarding further evaluation of the system piping which were subsequently incorporated into the activities of the BFN HPCI task force.

A copy of the report is being sent to the TVA Bethesda office for NRC review.

UE was also contracted to assess seismic design of electrical systems structural supports, most notably cable trays.

The UE report, which was sent to NRC (R. L. Gridley to D. R. Muller dated May 2, 1986) for review, recommended a number of modifications to the cable tray system to ensure seismic qualification.

This subject is also discussed in Section III.3.3 of the BFNPP.

Management Analysis Corporation (MAC) was requested to review the impact of administrative burdens on the operation of BFN and also to assess the appropriateness of the RPIP to meet the needs for improvement in BFN's compliance with regulatory requirements.

The report was completed in June 1984.

Twenty six recommendations were extracted from the MAC report addressing a wide variety of administrative matters.

The majority of the action items have been completed and several of the longer term items are incorporated into the BFNPP.

As a result, we are no longer tracking the specific items in the MAC report.

A copy of the report will be placed in the TVA Bethesda office for NRC reference.

NUTECH and General Ph sics NUTECH and General Physics were specifically mentioned in NRC's request for information.

Both companies are providing engineering support onsite and were not involved in producing contractor reports.

APTECH TVA contracted with APTECH to review existing inspection data for Inservice Inspection and Preservice Inspection in order to determine suitability of welding for service or to identify areas needing reinspection.

The significant conclusions reached were:

the BFN program contains the necessary controls to ensure that quality welds are

produced, evidence did not indicate that weld quality is not suitable for
service, and no licensing event reports have been generated relating to field weld quality.

The conclusions of this report are further discussed in the BFNPP section III.6.0 along with a discussion of the Plant Welding Program.

The report will be available in the near future and will be forwarded to the TVA Bethesda office for NRC review.
