ENCLOSURE 1

NOTICE OF VIOLATION Tennessee Valley Authority Browns Ferry Docket Nos. 50-259, 50-260, 50-296 License Nos.

DPR-33, DPR-52, DPR-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on October 6-10,

1986, a violation of NRC requirements was identified.

The violation involved welders qualified to a combination procedure where the record did not show the amount of weld metal deposited by each of the weld processes used.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2,-Appendix C (1986),

the violation is listed below:

Paragraph (a)(l) of 10 CFR 50.55(a) requires that structures and components be fabricated to quality standards commensurate with the importance of the safety function.

ASNE Code Section IX, 1980 edition, paragraph gW-306 states in part that, for combination qualifications in a single test coupon, the limits for thicknesses of deposited weld metal...shall be considered individually for each process used.

The welder qualified in combination on a single test coupon is qualified to weld within his limits of qualification with each specific process.

Contrary to the

above, on October 9,
1986, the qualification records of eight welders qualified to a combination weld procedure did not show the amount of weld metal deposited by each of the weld processes used and therefore, it was not possible to verify the limits of qualification with each specific process.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Tennessee Valley Authority is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if

admitted, (3) the corrective steps which have. been taken and the results
achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
