Dear Mr. Muller:

In the Matter of the Tennessee Valley Authority Docket Nos, 50-259 50-260 50-296 The purpose of this letter is to inform you of a major improvement effort underway regarding the Browns Ferry technical specifications.

In order to improve the usability of the document, we are retyping the entire technical specifications for the Browns Ferry Nuclear Plant (BFN) on the WANG word processing system.

This letter is to inform you of this effort, its details, and its schedule.

No changes to any provisions of the technical specifications will be made.

Consequently, this retyping will not be a request for license amendment.

However, in the retyped version typographical errors will be corrected in order to improve usability and the pages will be renumbered similar to Standard Technical Specifications to facilitate any addition or deletion of pages later on.

All sections will be arranged consistently, i.e.,

each section will,have the following order: text, (Limiting Conditions for Operation, Surveillance Requirements)

tables, figures, and bases.

This consistent arrangement is expected to also improve the usability of the document.

A quality control procedure will be used to check and verify accuracy.

Please note that this retyping of the, specifications results in a rebenchmarking of the document.. 'In other words, all pages in the retyped version will appear to be "original" issue pages, with no record of previous changes.

This is because in the retyped version the information which appears on any one page is different from that which appears on any one page in the old version.

Therefore, for purposes of historical tracking we suggest that.

the'ld version of BFN technical specifications be retained, Because no changes to the specifications will be proposed we will not be providing any justification, safety analyses, amendment application fee, or significant hazards consideration determination.

From discussions with your staff, it is our understanding that TVA should submit six copies of the retyped specifications for NRC staff use, and that these specifications become effective when submi.tted, i.e., no.,review or action by the NRC staff is required.
