50-259 50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).

The proposed specifications revise and clarify the limiting conditions for operation and surveillance requirements of t:he Rod Sequence Control System (RSCS) and the Rod Worth Minimizer (RWM).

These technical specifications on RSCS and RWM were involved in the Notice of Violation and Proposed Imposition of Civi.l Penalties:

EA 84-136, letter from J. Nelson Grace to H, G. Parris dated February 27, 1985.

Submi.ttal of these clarifying technical specifications was suggested in NRC's letter from J.

H. Taylor to H.

G. Parris dated August 5, 1985 regarding EA 84-136.

Description, reason for change, and justification in support of the proposed changes are provided in enclosure 2,

A proposed determination of no significant hazards consideration is provided in enclosure 3.

Enclosed is a check for 4150 amendment fee required by 10 CFR 170.12.

We request that these specifications be made effective 90 days after issuance.
