In the Matter of the Tennessee Valley Authority Docket, Nos.

50-259 50-260 50-296 By my letter to J. Nelson Grace dated March 24, 1986, we submitted a

description of the operator requalification px'ogram and schedule for Browns Ferry Nuclear Plant i,'BFN) operators for NRC-Region II x'eview and approval.

In that letter's enclosure, we stated that under separate correspondence we would be requesting, temporary exemption from 10 CFR Part 55, Appendix A, Requalification Programs fox'icensed Operators.

This letter is to document a telephone conference call held on April 11, 1986 among your staff, NRC-Region II, and TVA.

In that discussion, it was determined that we did not need to submit a request fox exemption from regulations.

Because a copy of the March 24 letter was not sent to you, we are enclosing a copy with this letter.

If your understanding of actions required by TVA are any different from those described herein, please telephone Ron Rogers at FTS 858-2723.

Unless we hear from you, TVA will consider the March 24 letter as meeting all required actions.

BROWNS FERRY NUCLEAR (BFN) PLANT UNITS 1, 2, AND 3 CONFIRMATION OF ACTION DOCKET NOS. 50-259, 50-260, AND 50-296 Enclosure 1 is our response to your January 2, 1986 letter to H. G. Parris, which transmitted a Confirmation of Action regarding our operator requalification program at, BFN.

The actions described in the enclosure were discussed in a February 21, 1986 meet,ing in Chattanooga with the NRC staff.

Enclosure 2 contains additional information requested in your January 7,

1986 letter to C. C. Mason regarding question 8.13 of the latest Senior Operator Examination.

We request the proposed schedules for the NRC rcqualification testing, as iscussed in the enclosure, be approved.

We believe that our proposed action plan and schedule will satisfy all NRC operator training requirements for the restart of BFN.

ENCLOSURE 1

RESPONSE

TO CONFIRMATION OF ACTION LETTER J.

NELSON GRACE'S LETTER TO H. G. PARRIS DATED JANUARY 2, 1986 The five operators and seven senior operators who failed the requalification examinations administered during, the week of November 18, 1985 have been removed from licensed duties effective January 2, 1986.

They will not be returned to licensed duties until they have satisfactorily completed the accelerated requalification training program described below and have passed an examination administered by NRC.

RE UALIFICATION PROGRAM AND SCHEDULE TVA has committed to conduct a 16-week accelerated requalification training program which licensees must successfully complete before they will be allowed to take the NRC requalification examination.

Training will be conducted from February 1986 through June 1987.

In view of the total number of BFN licensees (approximately 61), shift manning needs, and other training requirements, TVA will divide the licensees into three staggered training groups.

Group I will receive training from February 10 through June 13, 1986 with the NRC requalification examinations (written and simulator) requested for approximately 15 licensees during, the week of June 16, 1986.

Group II training is scheduled to begin July 7 and end November 14, with the NRC requalification examinations requested for approximately 20 licensees during the week of November 17 (simulator) and Docember 1

I (written).

The schedule for Group III training has been tentatively projected to run from January 5 through June 8, 1987, with the NRC required examinations (written and simulator) requested for approximately 20 licensees during the week of June 8, 1987.

While the accelerated requaliEication training program is in progress, BFN will also be conduct,ing Hot License Training for two groups.

Included within these groups are SRO candidates who currently hold RO licenses.

Me request that following the successful completion of the Hot License Program, these individuals be permitted to take the NRC SRO examination.

Also, for those candidates passing the NRC SRO license examination, TVA requests that NRC accept this as fulfillingthe training and HRC examination requirements of the accelerated requalification training program.

In the event a candidate does not pass either the TVA or NRC SRO Hot License examination, the individual will be removed from licensed duties and be placed in accelerated requaliEication training for future examination by TVA and, as required, by NRC.

Me believe that this request is justified as it is in accordance with current HRC policy.

In regard to the schedule of these SRO Hot License classes, class

503, consisting of five RO candidates and one SRO candidate, is scheduled for examination by HRC the week of June 16, 1986, which is the same period requested for the HRC requalification examination for Group I.

Class 603 presently consisting of 17 RO and 6

SRO candidates is scheduled for examination by HRC the week of December 1, 1986, the same period requested for written examinations for Group II.

The BFN Simulator will be available Eor examinations December 1-14, 1986, It will not be available from December 15, 1986 through February 9, 1987, as this period will be used to move it from the Power Operations Training Center to the Browns Ferry Training Center.

Those from Group I and II (both requaliEication and Hot License) who do not pass the TVA and NRC final examinations will be placed in Group III of the accelerated requalification training program.

These individuals will also be removed from licensed duties until successful evaluation on tho TVA and NRC examinations.

Throughout the accelerated requalification training program, we may have a

shiEt technical advisor (STA), in addition to the four operator trainees, participating in the simulator training sessions.

This will increase the level of communications among control room personnel and enhance the control room team concept.

We will not. allow any licensee to participate in start up or operation of any reactor until such time as the individual suCcessfully completes TVA's 16-week requalification program or passes an NRC Hot License examination.

EXEMPTIONS AND FXCEPTIONS 1.

Section 13.3.6.1 of chapter 13 of the FSAR states the Einal annual written examination may be conducted during the last six months of the year.

As our proposed schedule indicates the NRC requalification examinations for Groups I and III are tentatively to be conducted in June 1986 and June 1987, respectively.

In order for these examinations to be conducted at the schedule indicated and to maintain an orderly training

program, wo must take exception to this requiremont Eot this one case only.

While Groups I and II are undergoing accelerated requalification training, the Group III designated licensees will have to perform the required technical specification duties and routine shift manning functions of the shutdown units.

With the present schedule limitations placed upon the requalification training program, these Group III licensees must be used to meet shift staffing requirements.

Under these circumstances time does not permit participation by the Group III licensees in a meaningful retraining program.

Therefore, under separate correspondence we will be requesting temporary exemptions from 10 CFR 1 Part 55, Appendix A.

Me will also be taking temporary exceptions to NlJREG-0737,Section I.A.2.1., Enclosure 4 (H. R. Denton letter);

TVA Program.Procedure 0202.05, paragraph V. E; and the Browns Ferry FSAR, section 13.3 for Group ITT licensees for 1986 only.

Fach trainee in Group IIX will (1) remain cognixant of facility design

changes, procedure
changes, and facility license
changes, and (2) review the contents of all abnormal and emergency procedures on a regularly scheduled basis.

These individuals willnot be used in a licensed position to startu ar up or operate a reactor until such time that they successfully complete the accelerated requalification training program and have passed the TVA

and, as
required, NRC examination.

ENCLOSURE 2

ADDITIONAL INFORMATION REGARDING QUESTION 8.13 OF SENIOR REACTOR OPERATOR EXAMINATION Question 8.13 of the Senior Operator Examination dealt with application of the notes to table 3.1.A of the technical specifications to a postulated condition involving two inoperable instrument channels in alternate trip systems.

The phrasing of the technical specifications that were in effect at the time was not entirely clear as to the most correct operator action to take.

This situation had been previously recognized and a technical specification amendment was in process and subsequently approved which clarifies the required operator action.

Utilizing the revised technical specifications, answer c. is the best choice for question 8.13.
