OF MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA)

AT THE BROWNS FERRY SITE ON MAY 6 and 7, 1986 TO DISCUSS RESTART ISSUES FOR UNIT 2

~Back round The NRC staff has been preparing a list of restart issues for Browns Ferry Unit 2 but has not had the opportunity to discuss these issue with TVA nor prepare

'a detailed schedule for the review work.

The May 6 and 7 meeting was held for that purpose.

The agenda for the meeting is given as enclosure 1

which includes the, proposed staff list of restart issues.

Attendees on May 6, 1986 are listed in enclosure 2.

Attendees the second day were essentially a

smaller group composed of persons contained on the May 7, 1986 attendance list.

Meetin Summar The meeting was held to discuss the draft issues listed by the NRC staff; to corn'pare that list to a draft list prepared by the TVA staff; to assure that both NRC and TVA understood the issues expressed by the NRC; and to prepare review schedules for the issues to the extent possible.

The discussions on May 6, 1986 revealed that there was not a substantial difference between the NRC staff draft list (enclosure I) and the TVA staff draft list.

TVA did indicate that it believed that some issues (e.g., IIA Seismic Design and IIE Electrical Calculations) were not restart issues but rather normal operational checks and modifications that it was conducting to assure safe operation of the facilities, however, it did agree that restart issues could emerge from their review of those areas.

completed prior to Unit 2 restart.

TVA indicated that it had reconsidered the fire protection schedular exemption discussed by the staff in a letter to TVA dated March 26, 1986 and that its intent was to complete all fire protection modifications and be in compliance with 10 CFR 50 Appendix R prior to restart of Unit 2.

The meeting was opened with a presentation by TVA which provided the NRC with a preview of the TVA reorganization efforts for Browns Ferry.

The balance of the meeting consisted of discussing each issue in the agenda to assure mutual understanding and for TVA to indicate plans and schedules for resolution to the extent possible.

Several issues were dependant upon receipt of the TVA response to the NRC 50.54f letter dated September 17, 1986.

It was estimated that Volume III of that response, the Browns Ferry volume of the Nuclear Performance Plan, would be ready to submit about the end of July 1986.

The issues listed in enclosure 1 and the related statements of the problem, responsibilities for review (NRR, IE, Region II) and the schedules, for each issue were revised to the extent possible based on the meeting.

I As indicated in the agenda, the objective of the May 7 meeting summarized the results of the May 6 meeting and dealt with some issues at greater depth than was appropriate for the full group.

The first part of the May 7 meeting was a

review and summary of the May 6 meeting.

Following, the summary meeting a

discussion and planning session for future activities was conducted.

These activities and the schedules were determined to be a site visit regarding seismic issues on May 14 and 15,

1986, a site visit on fire protection on or about the week of June 16, 1986 and to have a meeting regarding resolution of seismic issues in Bethesda late in May, 1986.

The objective of the seismic site visit is to provide the NRC staff with an opportunity to observe aspects of the seismic issues in the plant and to discuss them with the TVA staff.

This would be supplemented by a meeting in Bethesda on the resolution of these and related issues.

On January 31, 1986 TVA provided a submittal to show compliance with Appendix R

to 10 CFR 50.

The fire protection site visit was scheduled for the purpose of letting the NRC staff become familiar with the Browns Ferry fire protection modifications in detail, to study aspects of the plant fire protection and discuss the modifications proposed by TVA prior to the completion of the NRC staff review of the January 31, 1986 fire protection submittal.

This would assure understanding of the details of the modifications and give TVA an early input regarding the staff review.

Following the summary and future activities discussions, a holdover item V.K, Technical Specification (TS) clarification was discussed in detail.

This was a discussion of a list of some 25 or more areas in which the Browns Ferry TS were found to be incorrect or inconsistent.

Each of these items was discussed and a resolution agreed upon.

Both parties

agreed, that some items were important enough-'to be needed prior to restart, others were acceptable to be corrected somewhat later.

A few needed further consideration by TVA or NRC before action could, be taken.
