Dear ffv,

Pvatt:

Youv letter of August 13, 1979 requests extension of the public cogent per-iod to December 1, 1979, f'ov co>ments on the."Berwick draft Envivonr>ental Statement."

(le assume. you refev to the NRC's Draft Enviroiimental Statenent'elative to operation of the Susquehanna Stearii Electric Station, Units 1 and 2, which is being constructed near Berwick, Pennsylvania.

You stated that the purpose of the extension is to allow interested persons to have the benefit of the Three Hile Is'iand report (by the Presid6nt's Com-rirission on the accident at Tfll) before making their corxients, Our under>>

standing is that the President's Comission is primarily examining safety-velated issues and the attendant safety review conducted by th'e staff which is -reflected in its'safety evaluation veports rathev than its environrenbal impact statements.

Howevev. since the Final Envivpnrtental Stats",ent (FES)

'ov the Susquehanna Steam Electric Stat. )on is not schedule'd to be published until tiovcmber 30,'979, we do expect to veview the President's Cormission vepovt in detail prior to publication and <<ill consider any recon>endations therein which are pevtinent to environmental effects of sta'tion operation.

NRC regulations do provide for extension of the covalent period, upon request, fov up to 16 days.

Therefore, we havo extended the closing date to Soptembci 5,

1979.

lfe will endeavor to respond to corments received after that date if they, arrive prior to completion of the FES.

If the FES does not include response" to coreents received shovtly before publication, the coments will at ~lear'O.ke included in the FES, and responses.will be submitted to the Atonic Safety and Licensing Board as a part of the evidentiary heaving.
