'cting Chief, EPB>~2, I met with Robert Bielo, Executive Director of the Susquehanna. River Basin. Commission (SRBC) in his office in Harrisburg,.
Our discussion concerned the several schemes put forth by, the Pennsylvania Power and Light Company.(PPSL).to meet the SRBC's regulations applicable to the Susqhebanna Nuclear Plant regarding consumptive water use'during periods of low flow.in the Susquehanna River.
The applicant (PPSL) has identified three alternatives to meeting, the.SRBC regulations:
buying storage in an existing reservoir, the most favorable being the Corps of Engineers.Cowanesque Reservoir scheduled for completion in 1980; building their our augmentation reservoir, or shutting down the plant during periods of low river flow.
The applicaot's preferred. choice is to build their own augmentation reservoir and they have filed an. environmental report for.their chosen site, Pond Hill.
Mr.. Bielo indicated that the SRBC considered that site to.be-a good one but was concerned that the proposed reservoir would only.use about.60/ of the site's reservoir potential.
The SRBC usually likes to see at least 801 development.
e Ph. Bielo stated. that discussions with PPEL concerning increased utilization of the site had already been held and the issue will be pursued further..
Additional reservoir capacity, beyond what PPSL needs, would be funded by SRBC.
