OF MEETING HELD ON MARCH 23, 1979 TO DISCUSS THE CONDENSATION OSCILLATION TEST TO BE CONDUCTED BY KRAFTWORK UNION IN GERMANY On March 23, 1979, a meeting was held between representatives of Pennsylvania Power and Light Company (PP8L), Kraftwork Union (KWU), SRI International'and the NRC staff.

The meeting was the latest of a series of meetings held to discuss the Mark II pool dynamics program.

The purpose of this meeting was to,discuss the condensation oscillation program which PP8L has contracted to be conducted by KWU for the Susquehanna project.

The attendees list (Enclosure

1) and copies of some of the viewgraphs provided by PP&L are enclosed.

The Mark II owners condensation oscillation test program was outlined in an ear lier meeting.

PPSL decided that in order to meet their construction schedule they would conduct a plant unique test program at the KWU GKM test facility in Germany.

They expect this test will provide earlier results than the Mark II owners program.

The testing is expected to be completed by January 1980.

The basis for proceeding with the KWU GKM test is shown on Enclosure 3.

The schedule for the test program is shown on Enclosure 4.

KWU described the test program conducted to establish the wall loads generated by chugging.

Included was a discussion of the development of the empirical mitigation factor (n) for calculating wall loads for multiple downcomers (Enclosure 5).

Enclosure 6 shows a sample calculation for the KKP-1 facility and Enclosures 7 and 8 are schematic drawings of the concrete box facility used to obtain mitigation factor data.

Enclosure 9 provides a comparison of the GKM-II test facility and unit cell of Susquehanna.

The GKM-II facility will be modified to simulate the Susquehanna conditions.

The downcomer bracing will also be located at the same elevation as for the Susquehanna plant.

MAY 21 1979 Enclosure 10 is a schematic of the existing GKM-II test facility.

Enclosures ll and 12 shows the facility as it will be modified to conduct the Susquehanna steamline break and recirculation line break tests.

Staff Conments:

1.

The overall program appears to be a quality program.

However, we stated that we reserve our final comment on selected aspects of the program until formal documentation is submitted.

2.

We request that they provide as soon as possible the formal documentation of the test description, purpose, matrix, and instrumentation.

3.

We asked if it is the intent of PP&L to utilize the generic Mark II owner's fluid-structure interaction (FSI) program information or utilize the KWU information.

The applicant indicated it would continue to rely on the generic FSI program.

The KWU program may be utilized if necessary.

4.

We requested identification of specific areas where steam loads other than the lead plant loads will be utilized for Susquehanna and a description of the program that will support these new loads.

5.

In response to our request, the applicant indicated they expect to measure the air content of the vent flow.

We indicated a

concern with regard to the accuracy of air measurement and requested a description of their air measurement techniques.

6.

We indicated that a January 1980 test completion date may not support a Susquehanna Unit 1 fuel load date of May 1980 as indicated in Enclosure 3.
