Policy Statement on Engineering Expertise On Shift (Generic Letter 86-04)

Generic Letter 86-04, dated February 13, 1986 [Reference b)] provided a copy of the Federal ~Re inter notice of the Policy Statement on Engineering Expertise on Shift and requested that Licensees respond with information con-cerning their present status and future plans regarding the options addressed in the Policy Statement.

In response to the three specific information requests contained in the Generic Letter, Vermont Yankee herein provides the following:

1. "Your current program for providing engineering expertise on shift"

RESPONSE

Vermont Yankee assigns one Shift Engineer (SE) to each operating crew who then rotates with that crew. The Shift Engineer reports to the Shift Supervisor (SS) while on duty and to the Senior Operations Engineer when not performing shift duties.

Currently, each Shift Engineer has a Bachelor's Degree in an engineering discipline and has received at least 12 weeks of initial plant training at Vermont Yankee before becoming qualified. The training program, as specified in VY Procedure AP 0713, Shift Engineer Training, consists of Sb05160048 860505 +05 PDR ADOCK 05000271 PDR

VERMONT YANKEENUCL AR POWER CORPORATION U.S. Nuclear Regulatory Commission May 5, 1986 Page 2 training in Reactor Theory, Chemistry, Nuclear Materials, Thermal Sciences, Instrumentation, FireProtection, Health Physics, Process Computer, Emer-gency Plan, Plant Systems, Transient and Accident Analysis, and Recognition

,and Mitigation of core'amage. Fire brigade and fire fighting training is also included for each Shift Engineer since the SE is assigned as the Fire Brigade Commander.

Once qualified, each SE participates in an annual requalification training program which includes transient and accident analysis as well as simulator training.

2. "If your current STA program utilizes 'equivalency'riteria to an engi-neering degree, provide a description of the criteria used"

RESPONSE

Vermont Yankee's "STA" has been given the title "Shift Engineer" (SE). In accordance with Technical Specifications, Vermont Yankee SE's qualitica-tions are specified as "a bachelor's degree or equivalent in a scientific or "engineering discipline with specific training in plant design, and response and analysis of the plant for transients and accidents."

Vermont Yankee has not established specific equivalency criteria. Any situation involving equivalency would be evaluated on a case-by-case basis.

3. "A description of any modifications you intend to propose to your current program in, order to take advantage of the options identified in the Commission's Policy Statement"

RESPONSE

We anticipate no changes in our current program at this time.
