SUMMARY
OF MEETING WITH TVA AT BROWNS FERRY ON APRIL 1, 1986 BACKGROUND A meeting was scheduled with the TVA staff for April 1, 1986 to discuss restart issues.
This date was later determined to be premature by the TVA staff.
A meeting to discuss progress on the Browns Ferry Plant staff reorganization and the TVA task force efforts to prepare a complete list of restart issues was convened in its place.
Attendees are listed in 'Enclosure 1.
The detailed meeting on Browns Ferry restart issues is now scheduled to be held on or about May 6, 1986.
The visit was culminated by a short plant tour.
Examples of the following modifications were noted:
Eg Mods; Fire Protection Mode; Fuel Rod Consolidation Equipment; Seismic Support Mods; Modification for the SPDS; Replacement of RPS Instrumentation with Analog Units; Equipment items where questions on seismic qualification have been (e.g.,
cable trays, CRD accumulators, etc.);
Security modifications.

SUMMARY
Task Force it raised Effective March 31, 1986, the Manager of Nuclear Power established a Site Task Force at Browns Ferry to expedite restart of the Browns Ferry units.

The task force leader is William Bibb, the previous Site Director.
(While Mr. Bibb is heading up the task force, the acting Site Director will be John Walker, the new Deputy Site Director.)
The objectives of the task force are:
1.
Revise Volume III of the NPP compatible with Volume I NPP for submittal to NRC.
2.
Compile a list of all known work items for Browns Ferry and select those required to be completed prior to restart/licensing for inclusion in Volume III.
3.
Identify problems and initiate actions for resolutions and appropriate inclusion in Volume III.
4.
Be prepared to brief the Manager of Nuclear Power on all issues.
The members of the Browns Ferry task force - all of whom are contract employees
- are as follows:
Roy Anderson Bill Bibb William Bohlke Sam Crowe b.

A reorganization of the Nuclear Safety and Licensing organization has been proposed as shown in Enclosures 2 and 3.
The most significant change is to relocate licensing activities to each site under a Manager of Site Licensing.

The TVA staff presented tentative details on the Browns Ferry reorganization.
The basic concept is to have a dedicated staff for each unit - a unitized organization.
This effort is underway.
These and other management reorganization plans were discussed with adequate time for NRC staff questions.
Site Or anization A reorganization of the functions under the Site Director is under consideration.
The TVA staff could not discuss details of the organization as yet but did discuss general objectives.
One of the objectives is to improve coordination and scheduling between Engineering Design out of Knoxville with plant operations, modifications and maintenance.
Based on the writer's 13 years of interface with TVA and my previous experience on both a nuclear plant staff and in an engineering support organization, TVA is addressing what - in my opinion - has been one of the most significant problems at Browns Ferry.

Browns Ferr Nuclear Performance Plan Following the above discussion, tentative plans were presented and discussed for Volume III of the response to the September 17, 1985 letter from the EDO to TVA.
The NRC staff will continue to discuss these issues intormally with the TVA staff.
1n addition, a discussion of the TVA task force as it applies to the restart issues was also held.
This served to provide a basis of understanding for the May 6, 1986 meeting which will be primarily denoted to restart issues.
