Tennessee Valley Authority Browns Ferry Docket Nos. 50-259, 50-260 and 50-296 License Nos.
DPR-33, DPR-52, and DPR-68 The following violation was identified during an inspection conducted on January 13-17, 1986.
The Severity Level was assigned in accordance with the NRC Enforcement Policy
10 CFR 50, Appendix B, Criterion V, as implemented by TVA Topical Report TVA TR75-1A, paragraph 17.2.5, requires the licensee to carry out their safety-related activities in accordance with their written procedures and instructions.

Instructions for storage of safety-related equipment, such as
- snubbers, given in TVA Nuclear guali ty Assurance Manual, Part III, Section 2.2, Subsection 4.2, require that equipment in storage be maintained in accordance with manufacturer's instructions.
b.
The manufacturer's instructions for storage of two snubbers identifie'd 85P73 350933, P/N 78000, KB-21 snubbers, gA-I are given in procedure BP 8396-Sl and require that the snubbers be covered with a waterproof tarp and that all openings into the snubbers be capped, plugged or sealed.
c.
TVA Standard Practice BF 16. 11 provides instructions for placing "Hold" tags on deficient equipment and requires that the Hold tags be affixed for high visibility.
The subject Hold tags have blank spaces for entries of data, such as equipment information, indicating that such data should be entered.
Contrary to the
- above, on January 16,
- 1986, storage and Hold tag instructions were not met for two snubbers identified Contract 85P73
- 350933, P/N 78000, KB-21 snubbers, gA-I:

The snubbers were in an open box not covered by a waterproof tarp.
b.
Openings into the snubbers were not capped, plugged or sealed.
Co A Hold tag for the snubbers (Hold Tag No. 51704) was not affixed or readily visible.
It lay at the bottom of the box containing the snubbers.
d.
No information regarding the snubbers was entered on the Hold tag other than the pre-printed identifying Hold tag number.
This is a Severity Level V violation.

(1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Security or safeguards information should'e submitted as an enclosure to
-facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
