Muller, Director Bl(R Project Directorate 82 Division of BNR Licensing REQUEST FOR ASSISTANCE BROWNS FERRY SEISMIC DESIGN INSPECTION The purpose of this memorandum is to request your assistance in providing a structural/seismic engineer for an independent design inspection (IDI) at Browns Ferry.
The seismic design problems at Browns 'Ferry include:
1.
Field inspections and structural evaluations by TVA have determined that various cable tray sections and supports are not seismically qualified in accordance with the plant's original design criteria.
2.
A Region II inspection determined that there is a lack of design calculations and inadequate design calculations for the supports installed for the Reactor Building Closed Cooling Mater System.
3.
Results of sampling inspection revealed problems in cable tray baseplate installations.
4.
There are questions concerning the seismic qualification of the heating, ventilation and air conditioning ducts and supports.
5.
An engineering evaluation of piping and support analysis for the control rod drive frames shows that because of the large deflection and multiple plastic movements during a DBE, the frames would not perform their intended function.
6.
The control rod drive withdrawal and insert lines are not seismically qualified.
There are also questions concerning the qualification of all small diameter, field-run piping systems.
Other than an LER on the cable trays (LER 85-026-01 submitted 11-15-85),
TVA has not formally submitted any reports on the above.
A draft report by TVA's contractor, United Engineers, dated September 13, 1985 discusses the recommended modifications to the cable trays/supports.
The findings by Region II are described in inspection reports 85-"26 (5-14-85) 85-30 (6-24-85),
85-41 (9-24-85), 85-51 (11-21-85) and 86-02 (3-04-86.

Based on what TYA's engineering design has found so far, correction of the known seismic qualification deficiencies is likely to be the critical path items for.restart of Browns Ferry Unit 2.
We need approximately a week-long team inspection at Browns Ferry to: evaluate the potential extent of the seismic qualification problems~,
determine whether TVA has evaluated all appropriate
- systems, evaluate whether TVA's engineering analyses are in accordance with our criteria, evaluate whether the licensee's proposed corrective actions and modifications appear to be acceptable and determine what further actions are required by TYA and NRC.
Region II will provide a
team leader (Jerry Blake, Chief, Materials and Processes
- Section, Engineering Branch).
BWPD82 will provide a team member for general support (R. Clark).
The BWR Engineering Branch is being requested to provide two engineers for the team; IE is hereby requested to provide an engineer for the team.
The proposed dates for this "announced" inspection are either the week of March 24, 1986 or March 31, 1986.
Please let me know by March 12, 1986 whether you can support the proposed team inspection.
