A. Domer's letter to D. B. Vassallo dated September 23, 1985, notifying NRC of TVA's intention to submit a new Appendix R analysis for the Browns Ferry Nuclear Plant (BFN).

Enclosed is TVA's new plan for compliance to 10 CFR 50 Appendix R for BFN.

This document supercedes our previous submittals and should be used exclusively for evaluating, BFN compliance with 10 CFR 50.48 and Appendix R.

This revised plan is the result of a complete reevaluation of our Appendix R program and brings BFN in agreement with current industry and NRC staff positions on Appendix R requirements.

Principal support for the reanalysis was provided by the General Electric Company (GE).

GE has considerable experience in the implementation of Appendix R requirements and has assisted several utilities in this area.

'Substantial revisions to previously planned modifications related to the general areas of spurious operations, fire area evaluations, water curtain applications, and additional considerations for a fire in the control room have been incorporated into this submittal.

The new submittal will require an exemption to the schedular requirements of 10 CFR 50.48(c) for unit 2 only (until the end of the next refueling outage, cycle 6).

This exemption request has been previously submitted on June 30,

1982, and again as part of the integrated schedule on July 18, 1983.
