In the Matter of the Tennessee Valley Authority Docket Nos.
50-259 50-260 50-296 This letter is to document our understanding regarding, the requirements of 10 CFR 50.54(m) for operator staffing at Browns Ferry in our current configuration.
Presently the unit 1 and 2 reactors are defueled and unit 3 is in cold shutdown with the vessel head on.
From a review of 10 CFR 50.54(m), section 6.8 of the Browns Ferry technical specifi.cations, and discussions with your staff, we conclude that, the common unit 1 and 2 control rooms need not be continuously manned with licensed personnel.
It is our intent to substitute unlicensed operators as the need arises on the defueled units in order to facili.tate current operator training and requalification programs.
Unit 3 will remain staffed with licensed operators as requi.red by 10 CFR 50.54(m).
Specifically, the minimum staffing will consist of a licensed reactor operator in the unit 3 control room and a
senior reactor operator on the site.
Normal staffing levels will be reestablished when fuel reloadi.ng operations resume on units 1 and 2.
