Gary M. Holahan, Director Operating Reactors Assessment Staff STAFF REVIEW OF TVA's RESPONSE TO 50.54 (f) LETTER In response to your memorandum of November 14,

1985, ORAS has reviewed it' assigned portion of the TVA response to the NRC 50.54 (f) letter.

This portion is Section 4. 16 entitled "Nuclear Operating Experience Review."

We have the following comment:

Section, 4.16 does not provide TVA's program for management of operating experience information received from outside the TVA system, such as generic communications from INPO, NRC, EPRI, or owner's groups.

It also does not specify measures to assure the appropriate plant personnel are informed of operating experience and that training programs include appropriate "lessons learned."

On December 11, 1985, R.

Wessman and C. Stahle discussed the foregoing concern with TVA.

In response, TVA provided a copy of SgA26 entitled:

"Review, Reporting, and Feedback of Operating Experience Items."

This provides procedures for management and review of operating experience received from outside TVA or generated from within TVA.

However, SgA26 is silent concerning measures for incorporating operating experience received from outside TVA into training programs.

We recommend that TVA be asked to provide additional clarification to the Staff regarding provisions for incorporating operating experience feedback in training programs.

This request would be consistent with the provisions of NUREG 0737 item I.C.5 (Procedures For Feedback of Operating Experience to Plant Staffs).

Our comment has been discussed between R.
