Dear Mr. Grier:

The referenced letter describes a condition which was submitted as being potentially reportable under the provisions of 10CFR50.55(e) .

A field inspection program was conducted using both visual and nonMestructive examination methods. After completion of the field inspections, a finite element analysis was performed for the coped beams which had radii less than the specified I5 inch minimum. Fracture mechanics analysis was performed to evaluate the significance of the kerfs and .other cope related discontinuities.

'4 Based on the results of the evaluation program we have concluded that the conditions noted are nonconforming conditions whi.ch are technically acceptable and will have no adverse effect on the safe operation of the plant and, therefore, have been determined to be not reportable. All nonconformance have been identified and are being controlled in accordance with Bechtel Quality Control procedures and will be dispositioned accordingly.

However, to preclude recurrence of similar nonconformances, the pertinent Bechtel Quality Surveillance Plan procedures have been revised to repxire Bechtel inspection personnel to examine structural members to assure that improperly coped beams are not permitted to be shipped.
