By means of this memorandum, I hereby recommend that the ASLB for Susquehanna, Units 1 and 2 (Docket Nos.60-387 and 50-388) be notified of a new item of potential safety significance which has recently come to the attention of the staff.
The NRC staff was informed by the applicant in a letter dated November 24, 1981.
(see ), that a new natural gas pipeline has 'been installed along township road T419 just north of the Susquehanna plant., This pipeline is not presently described either in the applicant's FSAR or the staff's SER.
The staff SER (Section 2.2.1, page 295) concluded, on the basis of an oi'I pipeline located about 0.76 miles away and a gas pipeline at a distance of about 1.6 miles; that pipelines in the vicinity of the Susquehanna plant would not affect the safe operation of the plant.
Since township road T419 passes within 1600 feet from the center of the exclusion area and,within 500 feet from some plant safety-related structures, we believe tha't the presence of a new pipeline along this road may invalidate our previous conclusion.
We have requested additional information and analyses from the applicant concerning this pipeline, and have indicated that we regard this as an open item to be resolved in a forthcoming SER Supplement.
At the present
- time, we are unable to conclude that the presence of this pipeline will not affect the safe operation of the Susquehanna plant.
