Dear Mr. Smith,

This letter serves to confirm and formalize the conversations between our Mr. Charlie R. Wike, Jr., and your Mr. Adolph Belser regarding the scheduling of the full scale emergency plan exercise for the Susquehanna Steam Electric Station.

As a result of our reevaluation of the Susquehanna construction and licensing schedules, PP&L requests that our full scale exercise be rescheduled from its present October-November, 1981 tentative date to a firm date of March 17, 1982. The March date represents a date upon which plant completion, interim emergency facility completion and emergency equipment installation can reasonably be assured.

It is important to emphasize that the rescheduling of the emergency drill does not represent a rescheduling of our emergency plan review. We have recuested the Atomic Safety E Licensing Board to schedule Susquehanna hearings beginning in mid September, 1981. Emergency planning is an item of contention. Therefore, it is in our mutual best interest to assure that our plans have been clearly established and totally subjected to the necessary review cycle prior to the start of hearings. It is my understanding that your initial review of our plan along with the plans of Luzerne and ColuWia Counties is scheduled to be completed, with results submitted to the Federal Energy Management Agency, by July 1, 1981.
