APPLICATION FOR AMENDMENT OF CONSTRUCTION PERMITS NOS.
CPPR-101 AND CPPR-102 TO EXTEND CONSTRUCTION COMPLETION DATES

1.
Pennsylvania Power 5 Light Company and Allegheny Electric Cooperative, Inc. (hereinafter "Permittees")
are the co-holders of Construction Permits Nos.
CPPR-101 and CPPR-102 for Susquehanna Steam Electric Station, Units 1
and 2.
2.
Construction Permit No.
CPPR-101 currently spec-ifies March 1, 1981 as the latest date for completion of'onstruction for Unit l.
3.
Construction Permit No.
CPPR-102 currently spec-ifies September 1,
1982 as the latest date for completion of construction for Unit 2.

Subsequent to issuance of the construction permits, delays in the construction of Unit 1 and Unit 2 have occurred.

The primary reasons for these delays were as n
a.
Changes in the scope of the project including increases-in the amount of material and engineering required resulting in part from the accident at Three Mile Island. Unit 2 and sub-sequent regulatory actions.
b.
Construction delays and lower than estimated productivity which resulted in delays in installation of material and equipment and delays in completion of systems required to support plant testing.
c.
Changes in plant design, follows:
d.
Delays in delivery of equipment and material.
e.
Shortages of certain highly skilled workers and similar construction related factors.

In the summer of 1974 the construction schedules for both. units were revised as a result of construction delays.
In extending these schedules consideration was also given to other circumstances existing at that time including customer
.demand,,business conditions and the cost and availability of capital.

Permittees have on several subsequent occasions revised the schedules for both units as a result of the delays described in paragraph 5 above.
In determining the length of these exten-
- sions, other factors were taken into account including the pos-sibility of further delays in construction and potential delays in obtaining the required licenses and regulatory approvals on III a timely basis.
8.
For the reasons set forth above, and recognizing the potential for future delays, Permittees respectfully request pursuant to 10 CFR 550.55 (b) that the Nuclear Regulatory Commission amend Construction Permit No.
CPPR-101 to specify December 31, 1982 as the latest date for completion of Unit 1
a and amend Construction Permit No.
CPPR-102 to specify March 31, 1984 as the latest date for completion of Unit 2.
