SUBJECT:

FACILITIES QUESTIONS RELATING TO THE TECHNICAL SUPPORT CENTER AND EMERGENCY OPERATIONS CENTER A meeting was held on June 16, 1980, at the NRC offices in Bethesda, Maryland to receive applicant questions relative to the Technical Support Center and the Emergency Operations Facility.

The list of attendees for this meeting is provided in Enclosure 1.

Specifically, the applicant asked several questions in order to clarify their interpretation of recent NRC requirements.

A summary of the key questions and the answers follow:

I Item 1:

The applicant proposed to utilize the room surrounding the control room as the on-site technical support center.

The NRC staff reviewed the plant drawings and concluded that this could be acceptable if 15-20 people could work in this area.

Item 2:

The applicant proposed to accomodate up to 200 members of the press aa~ tae emergency operating facility located at the site boundary and have provisions for handling 500-600 additional press personnel about ten miles.

The NRC staff saw no major problems as long as the site boundary facility served a day to day purpose such as.training facility.

Item 3:

The appIicant asked if the NRC had defined the space requirements for the Emergency Operations Facility (EOF).

The NRC staff indicated some space requirements were defined in the recent letters to all licensees, but in general the NRC feels that the utilities need to determine the space

'equirements which best support their facility.

Item 4:

The applicant requested a listing of NRC licensing and Region I personnel (or functional titles) which would come to the site during an emergency.

PP8L feels that a

name list would simplify the security operations.

The NRC will provide at least a functional title listing.

Item 5:

PPKL asked for a definition of requirements for the EOF interim facilities should the completion of the proposed EOF building follow fuel load.

The NRC staff said that.the interim location must have the capability of providing emergency communications.

The staff said that if the EOF is completed within six months of fuel load the need for the EOF may be less critical since the plant will be in low power testing.
