Dear Mr. Grier:
This letter serves to confirm information provided by telephone to NRC Inspector Mr. R. Gallo by Mr. A. R.
Sabol of PP&L on April 28, 1980.
During that conversation, Mr. Gallo was advised that the subject condition was under evaluation for reportability under the provisions of 10CFR50.55(e).
The deficiency involves premature time out and driftfag set points for penumatic tMe delay relays.
PP&L and Bechtel are studying the deficiencies associated with both Agastat 7000 series and General Electric CR 2820 relays.
l These 'relays are used in saf ety related systems and hence their improper operation could affect the saf e operation of the nuclear power plant.
Therefore, the deficiency has been determined to be reportable under the provisions of 10CmSO. SS (e)
Becht el and PP&L are in the process of analyzing the safety 'pact of the deficiency and are formulating a corrective action plan.
Bechtel has issued MCAR 1-54 to document the deficiency and effect correction.
Since the details of this report provide information relevant to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any formal responsibility PP &L may have for report ing in comp 1iance thereto.
We will advise the Commission of a date by which a final report will be made available.
