TENNESSEE VALLEYAUTHORITY CHATTANOOGA. TENNESSEE 3'7401 400 Chestnut, Street Tower II September 23, 1985 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Denton:

In the Matter Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 Please refer to L. M. Mills's letter to you dated October 31, 1984 which transmitted our most recent Appendix R to 10 CFR 50 submittal for Browns Ferry Nuclear Plant.

Since that submittal, TVA staff has been in contact with NRC regarding technical interpretations of such items as spurious actuation, high/low pressure interface, and hot shorts.

As a result of our discussions with NRC, we have applied that information to our proposed Appendix R modifications, Through this review and reanalysis, we, have been able to reduce the scope of our cable routing modifications from appoximately 500 to 70 cables for the entire plant.

This is a very signiEicant reduction in work and, consequently, we have elected to submit another Appendix R submittal to NRC.

We, therefore, request all review of the October 31 submittal be terminated.

Our new Appendix R submittal will be much less complicated and, therefore, easier for NRC review.

We will submit this improved Appendix R submittal to you by January 15, 1986.

This was discussed between Bill Long of your staff and Mike Hellums oE my staEE on September 13, 1985.

During that discussion we also pointed out that this new submittal does not in any way impact our proposed schedular exemption which NRC is reviewing at this time.

We request that NRC expedite its review of the schedular exemption due to the possible future impact upon the restart of unit 2 from the cycle 5 outage.

Mr. Harold R. Denton September 23, 1985 TVA has determined, based upon the reduced scope of the modifications required in this new Appendix R submittal, we now need schedular relief only for unit 2 to cycle 6 outage.

Units 1 and 3 Appendix R modifications will be completed in cycle 6 outages, therefore, no schedular relief will be needed for these two units.

This schedule will be reflected in future integrated schedule submittals.

If you have any questions, please get in touch with Mike Hellums at FTS 858-2695.

Very truly yours,
