In the Matter of the Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 The purpose of this letter is to document our plans for withdrawing the reactor pressure vessel specimens from the Browns Ferry Nuclear Plant.
Technical specification surveillance requirement 4.6.A.3 requires that specimens be withdrawn at one-fourth and three-fourths service life.
Based on a 40-year design life and assuming an 80-percent capacity factor, we are taking one-fourth service life for each unit to be 8.0 effective full power years (EFPY) of operation.
Therefore, we plan to withdraw the first set of surveillance specimens from each reactor vessel at the end of the fuel cycles which most closely approximates 8.0 EFPY of operation.
Similarly, the second set of specimens for three-fourths service life, will be withdrawn at the end of the fuel cycles which most closely approximates 24.0 EFPY of operation.
We request that the NRC staff document whether this planned approach is acceptable for complying with the technical specifications.
