REACTOR PROTECTION SYSTEM (RPS)
POWER MONITORING SYSTEM DESIGN MODIFICATION Re:
Browns Ferry Nuclear Plant, Units 1, 2 and 3
The RPS power supply modification was initiated by our letter to you of August 7, 1978.
We required that the RPS components shall not be exposed to unacceptable voltage and frequency variations in the electric power which could damage the components.
You were, therefore, required to provide modifications which permit automatic detection of and protection against abnormal voltages and frequencies, and provide for isolation of electric power.
The modifications were to meet Class 1E requirements of IEEE 279, single failure protection requirements of General Design Criterion (GDC) 21, and seismic requirements of GDC 2.
You were also required to submit Technical Specification changes including limiting conditions for operation, surveillance requirements and trip setpoints.
Over the intervening years, design and implementation of the modifications have been the subject of periodic correspondence and conference calls, the most recent of which was your response of March 1, 1985 to one of our Requests for Additional Information.
We have reviewed your submittals including the additional information provided in your March 1, 1985 submittal.
Our review concludes that (1) the proposed modification and the relay setpoints which are to be incorporated in the Technical Specifications will adequately protect the RPS electrical components from sustained abnormal voltage and frequency conditions of the power supplies; and (2) during the interim period until the modifications are installed, the 110 volt coils of the scram contactors are replaced, and the testing is completed; the continued monitoring of the, RPS power supply, in accordance with our letter to you of August 7, 1978 will assure protection of the RPS components from an undetected abnormal voltage and frequency.

Mr. Hugh G. Parris Based on our review of your design modifications and the actions you have committed to take, we conclude that the generic issue of Monitoring of Electric Power to the RPS is satisfactorily resolved for Browns Ferry, Units 1, 2 and 3.
