Dear Mr. Denton:
In the Matter of the Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 By letter from L. M. Mills to you dated August 14,
- 1984, we submitted the Integrated Schedule for the Browns Ferry Nuclear Plant.
That schedule reflected that the work needed to comply with 10 CFR 50.49 regarding environmental qualification of electrical equipment would not be completed by the regulatory deadline.
Therefore, pursuant to 10 CFR 50.49(g) we are hereby submitting 15 copies of a r equesP for extension of the deadline to November 30, 1985, for the Browns Ferry Nuclear Plant units 1, 2, and 3.
Browns Ferry unit 1 is currently operating in cycle 6 with shutdown to begin the cycle 6 refueling outage projected for June 1,
1985.
The current deadline of March 31, 1985 for compliance pith 10 CFR 50.49 would require shutdown of unit 1 while Unit 2 (currently in outage) is in the middle of its cycle 5
. refueling outage'.
This exemption request will allow unit 1 to operate to the end of its present fuel cycle without extensively overlapping into the current unit 2 refueling outage.
We will,complete all environmental qualification of electrical equipment. work required by 10 CFR 50.49 on unit 1 before star tup in cycle 7.
We, therefore, need an extension of the 10 CFR 50.49(g) deadline on unit 1 until November 30, 1985.
Browns Ferry unit 2 is currently in the cycle 5 refueling outage with startup in cycle 6 presently projected for July 13, 1985. It is planned that the work required by 10 CFR 50.49 will be implemented on unit 2 during the current outage.
However, equipment delivery or testing delays on specific pieces of equipment may result in final compliance after the unit 2 cycle 5 startup.
We, therefore, need an extension of the 10 CFR 50.49(g) deadline on unit 2 until November 30, 1985.
This will allow us several months to resolve remaining environmental qualification problems.

- 1984, we submitted our request for extension on the 10 CFR 50.49(g) deadline on unit 3 until the cycle 6 outage, scheduled at that time to begin approximately February 1986.
The Browns Ferr y Integrated Schedule submitted to you August 14,
- 1984, projected cycle 6 shutdown of unit 3 for December 6,
1985.
- However, because of unit 3 cycle 5 outage length, it is now projected that unit 3 could operate in cycle 6 until April 30, 1986.
We are now requesting extension of the 10 CFR 50.49(g) deadline on unit 3 until November 30, 1985.
We will complete all remaining environmental qualification work before restarting unit 3 out of the cycle 6 outage.
These extensions are needed because the scope of the work necessary to complete the electrical equipment qualification modifications requires a major unit outage.
Manpower limits imposed under the Browns Ferry Regulatory Performance Improvement Program preclude performing any work during overlapping unit outages.
The table of components and devices for which the extension is requested is provided as enclosure 1.
The required justifications for continued operation for the remaining components in Category III (qualification by type testing) and Category IV (qualification by replacement) in all units are provided in enclosure 2.
This letter and enclosures provide response to an NRC letter from D. B. Vassallo to H. G. Parris dated July 19, 1984 regarding unit 3 environmental qualification.
We urgently need to finalize our schedule for outages and modification work to be performed in ongoing and future outages.
We cannot do that until we receive NRC approval or denial of these exemptions.
We expect that Browns Ferry units 1 and 3 will be operating on March 31, 1985.
Unless we have received NRC approval of the 10 CFR 50.49 deadline extension before then, those units will have to be shutdown.
