':Tbereas, the Atomic =nergy Commission 1ssued construction permits for th1s pro)ect based on faulty )udgments and miscalculations of pro)ected growth demands in tbe PAL service area,
- Whereas, tbe intervenor s, and all other rate-payers similarily
- situated, are confronted with be inequity of higher and higher electric rates to pay for tbe operat1ng costs of generating units that msy not he "used and. useful."
Therefore, in order to establish equity for rate-payers, the Atomic Safetv and Licensing Board should 1ssue an order directing the pennsylvania Public Utility Commission (PUC) o investigate be conseouences of the ser1ous miscalculations c1 ed. above; and also

'etermined to intervene in the interest o. public health and safety, tbe Citizens Against Nuclear Danger s hereby allege,
- contend, and aver tbe following:
'r1bereas, the U.S. =-nvironmental Protection Agency concluded from a nationwide river study of chemical contaminants in drinking water that chlorine, the chemical used to k211 bacteria and make ~ster safe to drink,'lso produces cancer causing agents (carclnogens) when it combines with cer aln other chemicals,
.Whereas, tbe Applicants in the operation of be Salem Township facility would discharge into the Susouebanna
'River nuclear
~aste materials (such as Cesium 137 and Cobalt 60) as well as large quantities of chlorine used to clarify the mine acid in the wa er rece'ved at tbe plant's lntaLe from the river,
- hereas, the 3orough of Danville, located fifteen miles downstream from tbe Salem Township site, receives its supply of dr inking water from the Susquehanna
