50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-52 and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 2 and 3 (enclosure 1).
The enclosed specifications will allow operation of the units with increased core flow.
Additional discussion of the changes and the justification are also enclosed (enclosure 2).
Included are copies of General Electric reports NEDO-22245 and NEDO-22149.
Browns Ferry unit 3 is currently projected to begin end-of-cycle coastdown in late July 1983.
The enclosed specifications will reduce the power generation losses during coastdown by approximately three percent of rated power.
Approval of these specifications is, therefore, requested by August 10, 1983.
Browns Ferry unit 2 is projected to begin coastdown early in 1984.
However, increased core flow operation will provide relief on restrictive margins to thermal limits during the first half of the current cycle as the burnable poison depletes.
Approval of the unit 2 specifications is, therefore, requested on the same schedule.
This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved (enclosure 3).

Mr. Harold R. Denton June 2, 1983 In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class III for unit 2 and Class I for unit 3.
These classifications are based on the facts that the proposed amendment involves a single safety issue which does not involve a significant hazard consideration for unit 2, and the proposed amendment for unit 3 is a duplicate of the unit 2 proposed amendment.
The remittance for $4,400
($4,000 for unit 2 and 4400 for unit 3) is being wired to the NRC, Attention:
Licensing Fee Management Branch.
