Docket Nos. 50-259 50-260 50-296 In my March 3, 1981, letter to you, we requested a license amendment to the Browns Ferry operating license to change the technical specifications.
These proposed changes included operability and surveillance requirements for the scram discharge volume continuous level monitoring systems
{CMS) which are required by OIE Bulletin 80-17, Supplement 4.
Since this request is related to a temporary plant modification, we her eby withdraw our request for this license amendment (BFNP TS 155).
We also request that you return our license fee payment of 44,800.
IE Bulletin 80-17 is representative of an ever increasing number of bulletins containing requirements which essentially constitute limiting conditions for operati.on and surveillance requirements.
If requirements of this type continue to be imposed then we believe they should be handled pursuant to 10 CFR Part 50.59 and incorporated into the facility operating license (technical specifications).

Mr. Harold R. Denton April 9, 1981 difficult for operations personnel to stay abreast of requirements located in various source documents and as a direct result, compliance control has also become more difficult.
We believe it would be much more prudent to incorporate this type of IE bulletin requirement into the technical specifications.
Therefore, we would very much appreciate your consideration of the difficulties arising from this situation in determining your method of imposing these requirements in the future.
