Dear Mr. Denton:

4 In the Matter of the Tennessee Valley Authority Docket No. 50-260 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to operating license DPR-52 to change the technical specifications of Browns Ferry Nuclear Plant unit 2 (Enclosure 1).

These proposed changes remove references to the power spiking penalty for 8x8, 8x8R, and P8x8R fuel and are'ssentially identical to those changes submitted by my letter to you dated October 14, 1980 (TVA BFNP TS 148) as approved by T. A. Ippolito's letter to H. G. Parris dated January 12, 1981 (Amendment 37 to license DPR-68).

Also enclosed is the Justification for the proposed changes (Enclosure 2).

Based on the fact that these proposed changes are similar to TS 148 we believe a

short review period is appropriate.

Therefore, your most expeditious review would be appreciated.

This has been discussed with R. J. Clark of your staff.

In accordance with the requirements of 10 CFR Par't 170.22, we have determined this proposed amendment to be Class II for unit 2.

This classification is based on the fact that the proposed amendment is an administrative change that has no safety significance for unit 2.

The remittance for 41,200 is being wired to the NRC, Attention:
