The President's Co>>neil on Environ-mental -Oualitv has determined that an environmental imoact statement is to he need as a tool to good decision na'k'-ng. that it is to precede a deci on rather than heing an atsrete-hfa -tcdocnnent .Since the loa-level radioartive waste management for Browns Ferrv i,s a sienificant federal action and stnce the prorgtsed incinerator is a first of its kind, it hould be oreceded by an environmental impact statement.
