constituent's litter relating to incineration of low-level waste at the Brogans Ferry Plant.

Tennessee Valley Authority (TVA) has announced plans to install incinerators Vor lo>>-level radioactive, waste at Browns Ferry and their other nuclear facilities.

The earliest date pro)ected by TVR to have such equipment operational at Drowns Ferry is 1985.

As yet, the Nuclear Regulatory Corrmission (NRC) does not have an app'lication from TVA for authorization to incinerate loM-level waste.

ENCLOSURE TVA's Plans for Low-Level Maste The following is a discussion of TYA's plans for low level waste management at Browns Ferry and TVA's other nuclear facilities.

On January 4,

1980, TVA issued a press release in which TVA Board Chairman S-David Freeman announced that "TVA will begi n immediately to install facilities to provide complete onsite storage for low-level radioactive waste at the Browns Ferry Nuclear Plant - and all its plants under con-struction."

On January 16,

1980, the NRC held a meeting with TVA to discuss this subject, during which it requested that TVA describe their overall plans for low-level waste management.

By letter dated January 21,

1980, TYA advised the NRC that "our ultimate objective is to provide for the onsite storage of all low-level radioactive waste generated by each of TYA's nuclear plants and to provide storage through the plant life.

The plan for provi di ng storage for all low-level radioactive waste from.

all TVA nuclear plants has the following three key points:

l.

Design and construct temporary onsite storage facilities, if required.

2.

Design and construct permanent (life of plant) onsite low-level

. radioacti ve waste storage facilities at each nuclear plant site.

3.

Design and construct low-level radi ohctive waste volume reduction/

solidification at each nuclear plant site. "

Mith respect to item 3 above, TYA plans to construct'an addition to the exi sti ng radioactive waste treatment facility at Browns Ferry to house the proposed volume reduction and solidification equipment.

TVA's conceptual plan is to accomplish the volume reduction by a combination of evaporation and incineration.

TYA expects to start construction of the building addition in the summer of 1981, with completion scheduled for the summer of 1984.

TVA does not expect to install the incinerator in this building until sometime in 1985.
