UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 27, 2018 ALL AGREEMENT STATES, VERMONT ISSUANCE OF SA-1001, TECHNICAL ASSISTANCE TO AGREEMENT STATES (STC-18-070)
Purpose:
To inform the Agreement States and Vermont that the Office of Nuclear Materials Safety and Safeguards (NMSS) Procedure SA-1001, Technical Assistance to Agreement States (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17152A403) has been approved and issued.
Background:
On August 21, 2017, NMSS issued Radiation Control Program Director Letter RCPD-17-011 to the Agreement States, Vermont, and Wyoming requesting comments to SA-1001, Technical Assistance to Agreement States. Comments to SA-1001 were received, recorded and resolved in the Resolution of Comments Document for SA-1001 (ADAMS Accession No. ML18025B093). It was noted in the letter that this document replaces the Handbook to Management Directive 5.7, Technical Assistance to Agreement States (ADAMS Accession No. ML17152A402).
Discussion: SA-1001 is a new procedure which was created to replace the handbook to Nuclear Regulatory Commission (NRC) Management Directive 5.7, Technical Assistance to Agreement States. This was done: (1) to reflect changes resulting from updates to the process for the submission and review of a request for NRC technical assistance, (2) to clarify when NRC technical assistance will be provided on a cost-reimbursable basis, (3) to reflect organizational changes, and (4) to enable future revisions to be undertaken more efficiently and frequently than to the Management Directive/Handbook 5.7. SA-1001 and the Resolution of Comments can be found in the NRCs Agencywide Documents Access and Management System and will be posted on the NRCs Web site at https://scp.nrc.gov.
