The objective of the meeting will be to obtain an in-depth understanding of

'the as-built scram discharge volume (SDV) and its piping including the vent and drain valve arrangements and also including the instrument volume(s) in order to be in a position to review licensee recommendations for changes to the scram system to improve its operability and reliability.

This will be a working level meeting whose primary purpose will be to gather knowledge and materials regarding the present as-installed configuration of the SDV system at each plant.

No broad policy decisions will be reached, and no decisions will be made at the meeting regarding acceptability of any licensees'DV system or of proposed changes to that system.

To obtain the desired in-depth understanding, we will want to meet separately with each operating BMR licensee to discuss the as-built valve arrangement, scram discharge volume, piping, and instrument volume (including pneumatic, hydraulic and electrical subsystems).

Each meeting should be scheduled to last approximately 1-1/2 hours per unit.

Non licensed BMRs should be invited but should not schedule a presentation as we wish to concentrate on operating problems.

In order for the objective to be attainable in the time allotted, each licensee must be prepared to discuss in detail the as-built conditions in the system.

Knowledgeable engineering and design licensee personnel should be available.

Marked up drawings showing as-built conditions which have been verified by a walk-thru of the system (including pneumatic, hydraulic and electrical drawings).

2.

A system description including logic diagrams as necessary to show the operation of the system.

3.

Preliminary recommendations for proposed changes to the system.

4.

Engineering bases for the changes.

5.

Interface requirements imposed on the AE for the system designs.

6.

Interfaces with other systems.

A copy of all information (including marked up drawings) presented by the licensee should be given to the staff prior to the close of the meeting.

We realize IEB 80-17 asked for this information formally documented, by August 7.

That requirement still holds;

however, the licensees should present as complete a story as possible in an informal manner on their respective meeting dates.

NRR representatives at each meeting will be V. Panciera, M. Mendonca, D. Thatcher "and J.

Hannon.

The IE Headquarters representative will be W. Mills.

AEOD is invited to attend.

The schedule for the meetings is:

1.

July 30 and July 31 in the Region III office with Region IV participating.

2.

August 1 in the Region II office.

3.

August 4 and part of August 5 in the Region I office.

We suggest 8: 30 a.m.

to 3: 00 p. m.

each day, but we note that meetings may well run later than 3:00 p.m.

No licensee should be required to attend more than one day, otherwise the August 7 deadline for formal documentation of this information (required by IEB 80-17 Supplement

1) might be delayed (the same licensee personnel are probably involved).

Each day will begin with a brief NRC headquarters staff presentation of the BF incident and the subsequent development of other information.

The licensees may wish to present a brief summary for all licensees in attendance that day.

The remaining time should be devoted to the licensee's individual pre-sentations (which must be sequential as too few NRR and IE personnel are available to allow simultaneous meetings).

Attendance at these individual meetings by other licensees is optional.
