ENCLOSURE SUPPLEMENTAL RESPONSE TO OIE INSPECTION REPORT 79-36 FOR BROWNS FERRY NUCLEAR PLANT The following is our supplemental response on behalf of Browns Ferry Nuclear Plant to the NRC letter dated January 10, 1980.

The mode switch key is controlled in the following manner during refueling.

When the mode switch is required to be locked in the refuel mode, the switch is placed in the refuel position, the key removed, and placed in the desk of the shift engineer assigned to the outage unit.

Approval of the shift engineer is required to reinsert the key into the mode switch.

This control was discussed with the NRC inspector, Caudle Julien, who identified the problem, and the corrective action was acceptable to him (reference Item No. 1/22/80-3 of "NUC PR Plant Operational Event Daily Report" dated January 26, 1980).
