This re1ates to a deficiency repox~le under the pm'.sion of 10CFR50.55(e).

Ghe initial advisory was given to Mr. Ebneter, NBC-Region I, by Mr. A. R.

Sab'ciL, PP&Ll during a telephone conversation on July 12, 1978.

The dt~iency involves the failure of certain types of Archor/Darling tilting disc check valves to close by gravity wi~ such valves are installecl in a vertical run of pipxzxg.

'Ihe safety implications arise frcmzL a systaIL's izxability to meet established design criteria by virtue of the inability of such valves to consistent1y close and thereby perfazm their intended safety functions.

The Anchor/Darlizg repcxrt was suhnitted to the Office of Izxspection are EnforcEzIIent (Rashizgton, D.C.) on May 23, 1978 axxl subsequently becazae the subject of NFC IE Circular No. 78-15.

An ixxvestigation was performed for the Susquehanna Project ard. it was detexmined that four (4) 3"-9005 tilting disc check valves had the potential for e5chibiting the above type of operating failure.

These valves have been ret1zrxxed to Anchor/Darling for m~icatxons.

Following the successful ccmpletxon of said modifications, they will be considered acceptable to meet th~ intended safety Questions when installed in vertical pipirg runs.

The field has been instxuc~ to test all tilting disc check valves to verify that the disc closes properly when oriented for installation in a vertical pipeline,

The Bechtel St-wctu Specifi'cation willbe revised to require that va1ves willclose by gravity when installed in lines with flaw vert~ally upward.
