In the Matter of the Tennessee Valley Authority Docket Nos.

50-259 50-260 50-296 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3.

The proposed amendments request changes in the technical specifications to more accurately reflect the TVA NSRB charter.

Several editorial differences are apparent between the ezisting Browns Ferry NSRB technical specification and the final draft of the Sequoyah Nuclear Plant NSRB technical specification.

Since Browns Ferry and Sequoyah Nuclear Plants are property of TVA, both plants will report to the TVA NSRB.

Therefore, the Browns Ferry NSRB technical specification needs to be revised in order that consistency may be maintained.

- In accordance with tne requirements of 10 CFR Part 170.22, we have determined these proposed amendments to be Class II for unit 1 and Class I for units 2

and 3.

These classifications are based on the facts that the proposed amendment is an administrative change that has no safety significance for unit 1 and the proposed amendments for unit 2 and 3 are duplicates. of the unit l proposed amendment submitted by this letter.
