400 Chestnut Street Tower II October 9, 1979 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

In response to IE Information Notice 79-22 and your September 17, 1979, letter to all operating light ~ater reactors regarding a potential unreviewed safety question on interaction between nonsafety grade systems and safety grade

systems, we are enclosing the results of our evaluation for the Browns Ferry Nuclear Plant.

This evaluation was performed using guidance and clarification provided in a meeting with the NRC staff held in, Bethesda,. Maryland, on September 20, 1979.

The General Electric= Company (GE) has provided TVA with a generic evaluation of BWR's.

We have reviewed this evaluation and, although the methodology used by GE differs from that used by TVA, we have found that the final conclusions regarding system interaction and effects. on safety systems are the same.

Based on the conclusions. of the enclosed report continued operation of the Browns Ferry Nuclear Plant is justified and the operating licenses for Browns Ferry units 1, 2, and 3 should not be modified, suspended, or revoked.

Very truly yours, TENNESSEE VALLEY AUTHORITY Nuclear Regulation and Safety Subscribed and sworn to before me this 6 day of

('~ )/cd'79.
