Enclosed is our response to R. C. Lewis'ay 1, 1979, letter, RlltRFS 50-259/79-10, 50-260/79-10, 50-296/79-10, concerning an activity at Browns Perry Nuclear Plant which appeared to be in noncompliance with NRC requirements.
Me have reviewed the above inspection report and find no proprietary information in it.

TO INSPECTION REPORT RII:RFS 50-259/79>>10, 50-260/79-10, AND 50-296/79-10 R. C. LEWIS'ETTER TO H. G. PARRIS DATED MAY 1, 1979 Infraction As required by Technical Specification 6.3.D.2, each High Radiation Area in which the intensity of radiation is greater than 1,000 mrem/hr shall be provided with locked doors to prevent unauthorized entry into such areas, and the keys shall be maintained under administrative control of the shift engineer on duty.
Contrary to the above, on March 15, 1979, the door to Unit 1, IB Reactor Cleanup Pump room, and the door to Unit 2, 2B Reactor Cleanup Pump room, were not locked or otherwise guarded to prevent unauthorized entry.
These rooms were posted as High Radiation Areas with radiation intensities that exceeded 1,000 mrem/hr.
This is an infraction.
~Res ense The high radiation area was checked and the door closed and locked.
Corrective Ste s Taken and to be Taken to Avoid Further Noncom liance This same problem was reported on March 2, 1979, on another NRC audit.
Steps have bhen taken or will be taken to eliminate this problem.
Short-term corrective actions include the following.
Routine inspections of the doors are being made to identify problems.
The door which was found open by the inspector had been noted the day before on a routine inspection.
The lock was broken and a trouble report was submitted to have it repaired.
The problem has been no immediate followup to guard the door until the lock is repaired.
Health Physics now has instructions to notify the shift engineer that any sub)ect area that is unlocked needs a lock or guard.
Long-range corrective action will consist of door closures and door alarms.
