50-259, 50-260 AND 50-296 TENNESSEE VALLEY AUTHORITY NOTICE OF ISSUANCE OF AflENDMENTS TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comnission (the Commission) has issued Amendment No. 49 to Facility Operating License No. DPR-33, Amendment No.
43 to Facility Operating License No.
DPR-52, and Amendment Ho. 20 to Facility Operating License No.
DPR-68 issued to Tennessee Valley Authority (the licensee)',
which revised the licenses for operation of. the Browns Ferry Nuclear Plant, Unit Nos.
1, 2 and 3, (the facil.ity) located in Limestone County, Alabama.
The amendments are effective on February 23, 1979.
These amendments add a license condition to include the Commission-approved physical security plan as part of the licenses.
The licensee's filings comply with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission' rules and regulations.
The Commission has made appropriate findings as required, by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.
The Commission has determined that the issuance of these amendments will not result in any significant envi ronmenta'i impact and that 'pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be.prepared in connection wi'th issuance of these amendments.

The licensee's filincs dated Hay 25,
- 1977, September 1'3, 1977, and tune 15,
- 1978, and the Commission's Security Plan Evaluation Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d).
The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
