Dear Sir:

At the request of the Office of Environmental Project Review, we have reviewed the Environmental Report for the'usquehanna Steam Electric Station Units 1 & '2, (OL stage)

(50-387-388)

Luzerne County, Pa. (Vol.'-3).

Our comments are as follows.

The primary concern of the Heritage Conservation and Recreation Service regarding this project is with the proposed 420, acre recreation/wildlife conservation area bordering the Susquehanna River and including Gould Island.

Xn our review, we noted several changes from the recreation plan contained in the Final Environmental Statement (June, 1973); principally that primitive camping and river b t facilities have been deleted.

The document does not 1 Offi.ce indicate reasons for these changes.

Our Northeast Regional ce contacted the Pennsylvania Fish Commission who indicated that because of present low water quality, topography, and other factors, the Berwick site presently is considered of low priority for d

1 b t launching facility.

We recommend, however, that ss the Pennsylvania Power and Light Company (PP&L) periodically assess t e need for such facilities and in consultation with the Pennsylvania Fish Commission plan to incorporate them when water quality is improved.

No indication is given of who will be responsible for development, operation, and maintenance of the recreation/conservation complex.

Xn our previous review of the Draft Environmental Statement, we suggested this information be included.

However, it was not included in the Final Environmental Statement.

In general, we believe the'ecreation/conservation plan is a logical proposal for this site and we compliment PPGL'or their willingness to make this area available for public use.
