UNITED ST ATES NUCLEAR REGULATORY COMMISSION WASHINGTON , D.C. 20555-0001 January 31 , 2018 The Honorable John Barrasso Chairman , Committee on Environment and Public Works United States Senate Washington , DC 20510

Dear Mr. Chairman :

On behalf of the U.S. Nuclear Regulatory Commission (NRC) , I am responding to your December 11 , 2017, letter requesting documents and other information related to the NRC's approval of the indirect transfer of control of certain licenses from Uranium One USA, Inc. and Uranium One Americas, Inc. to JSC Atomredmetzoloto , a Russian corporation and subsequent uranium exports.

The Commission is providing electronically a large number of documents that are responsive to your request. These documents fall into several categories, including non-public documents and are appropriately marked. For those documents marked as "Not for Public Disclosure," we respectfully request that these documents be held in confidence with access limited to members and committee staff. The NRC has also enclosed responses to your specific questions. For additional non-public documents not included in this electronic submission , we have been working with your staff on how to meet your request.

We also have identified an NRC document developed using sensitive information obtained from the Federal Bureau of Investigation (FBI) and another NRC document that had a sensitive attachment provided by the Department of State. The NRC was informed by these agencies that the information remains sensitive, and we have alerted the agencies to the Committee's request.

If you have any questions or need any additional information , please contact me or have your staff contact Eugene Dacus, Director of the Office of Congressional Affairs , at (301) 415-1776.

Sincerely, Kristine L. Svinicki
