Dear Dr. Butler:

We are modifying certain concrete requirements in ACI 318-71 with the ob)ective of improving our schedule and cost considerations while retaining a high level of construction quality.

We are submitting this change together with supporting )ustification for your review.

PROPOSED CHANGE 811 The requirements of ACI 318-71, Paragraph 6.4.1 are modified. as follows:

A.

The last sentence of this paragraph is deleted in its entirety,and the following shall be substituted:

"vertical points shall be thoroughly wetted immediately before placing of nev concrete".

The purpose of this change is to delete the present ACI 318-71 Code statement requiring unnecessary cement coating of vertical construction points.

The inclusion of this provision in the ACI 318-71 Code and other industry standards is intended to ensure adequate bond betveen existing concrete and a nev placement.

This method has been included in various industry specifications for many years as a standard procedure to ensure that there is adequate cement paste along the vertical face of a construction )oint to bond the old, concrete with the new.

We believe that this practice is unnecessary for the Susquehanna Pro)ect since the procedures employed. on the Prospect ensure a vertical construction

)oint which is at least as good as, and in many cases is superior to, those made folloving the old. practice of coating with neat cement grout.

Our present procedures require that all vertical construction points shall be roughened and thoroughly wetted before placing of new concrete.

In addition, the placement is consolidated by mechanical vibrating equipment to ensure complete contact of the wet concrete with the face of the formed

)oint, so that the required bond willbe developed. between the two placements.

We have obtained opinions from several experts in the field of concrete design and construction and all of them support this procedure as the preferred method of developing bond at vertical construction points.

Among these are Mr. Lewis H. Tuthill-Concrete Engineering Consultant, Mr. Fritz Kramrisch-Chairman ACI 318 "C"-Subcommittee, Mr. Richard D. Gaynor-Vice President of Engineering and Research, National Ready Mixed Concrete Association.

We intend to impelement this change on March 5, 1976.

This change willbe submitted. in a future PSAR Amendment.
