Question 1:

The NRC regulations in 10 CFR 50.90 state that whenever a holder of a license desires to amend the license, an application for an amendment must be filed with the Commission fully describing the changes desired, and following as far as applicable, the form prescribed for original applications. The NRC regulations in 10 CFR 52.98(c) state, in part, that if the COL references a certified design, then changes to or departures from information within the scope of the referenced design certification rule are subject to the applicable change procedures in that rule.Section VIII, Processes for Changes and Departures, in 10 CFR Part 52, Appendix D, describes the procedures for changes to Tier 1 and Tier 2 information within the scope of the AP1000 design certification.

As part of the AP1000 design evaluation, the staff reviewed the spent fuel pool (SFP) thermal analysis and concluded that the SFP and its cooling system meets the requirements of GDC 61.

In Request for License Amendment and Exemption: Changes to Containment Cooling and Spent Fuel Pool Makeup Strategies (LAR-17-021), the licensee proposes to revise plant-specific Tier 1 (and COL Appendix C) and the Technical Specifications.

On page 8 of Enclosure 1 to LAR-17-021, the licensee states that the SFP cooling thermal analysis has been revised. However, the staff finds that what is presented in the LAR doesnt address some key parameters related to the ability to keeping the SFP cool.

The licensee is requested to clarify how the revised SFP cooling thermal analysis impacts:

  • boil-off rates for the different scenarios,
  • minimum time to take manual action in order to stablish SFP makeup flow from the PCCWST and/or the CWP
  • required water makeup flow LAR 17-021 should be modified accordingly.

Question 2:

Table 2 on page 8 of Enclosure 1 presents changes to Tier 1 Table 2.3.7-4 ITAAC Item 7.b.i. In this table the licensee takes credits for the volume of water previously dissipated by both gate.

It is not clear to the staff how this volume of water is made available, The licensee is requested to justify how this volume of water is made available in the revised thermal analysis.

LAR 17-021 should be modified accordingly.
