VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: TESTING INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA (ITAAC)
CONSOLIDATION (LAR 17-038) (EPID L-2017-LLA-0389)
Dear Mr. Whitley:
In response to your application dated November 16, 2017, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos.
113 and 112 to Combined License Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the Updated Final Safety Analysis Report (UFSAR) and plant-specific Tier 1 information, with corresponding changes to Appendix C of the Facility Combined Licenses (COL).
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific Design Control Document (PS-DCD) Tier 1 information and involves changes to COL Appendix C. The proposed changes revise Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) in COL Appendix C, with corresponding changes to the associated plant-specific Tier 1 information. The changes to COL Appendix C (and plant-specific Tier 1 information) simplify and consolidate a number of ITAAC to improve efficiency of the ITAAC completion and closure process. The exemptions allow changes that impact Tier 1 of the PS-DCD and Appendix C of the Facility COL as specified in License Amendment Request (LAR)17-038. These exemptions are related to, and necessary for the granting of the license amendments, which are being issued concurrently with this exemption.
B. Whitely A copy of the related Safety Evaluation, which includes the evaluation of the amendment is enclosed. The notice of issuance of the amendment and the documents included in this letter will be published in the Federal Register.
